First Power Sector Reform Investment and Modernization in Ethiopia (PRIME-1) Project (P176731) as Part of a Multiphase Programmatic Approach

The World Bank will be supporting the Ethiopia Electric Power and Ethiopia Electric Utility in
implementing the First Power Sector Reform Investment and Modernization in Ethiopia (PRIME-1). The
Project Development Objective is to is to strengthen and expand the electricity network, enable
renewable energy generation, and support power sector reforms.

Environmental and Social Management Framework
(ESMF)

The Project Development Objective (PDO) is to strengthen and expand the electricity network and
enable renewable energy generation in Ethiopia.
PRIME-1 will cover a range of activities to meet the development objectives, while preparing for
subsequent phases of the PRIME program and pursing sector reforms and financial performance
improvement. The Project will rehabilitate the distribution network in existing grid-connected areas
across 72 key towns.

First Power Sector Reform Investment and Modernization in
Ethiopia (PRIME-1) Project (P176731) as Part of a Multiphase Programmatic Approach (MPA) Resettlement Policy Framework (RF)

The PRIME-1 and its ancillary facilities will require land acquisition, and induce restrictions on land use with temporary and/or permanent economic and physical displacement of people living in or near the proposed Project implementation target areas. The project may further result in loss of agricultural land and grazing land, loss of livelihood due to impacts on sources of earning (including wage-based on enterprise-based income), impact on natural drainage leading to land use change, or impacts on access to services or other access issues in urban areas too.

The Bale Robe 132 kV Sub-project has been proposed to address the need to transport electricity from the Line-In-Line-Out (LILO1) point of Melka Wakena Yugo – Yado 132 kV line to Bale Robe Substation to meet the growing electricity demand of residential and industrial consumers. This Project is aligned with Ethiopia’s National Electrification Program (NEP 2.0), which envisions to achieve near-universal electrification by 2030 and the Ethiopian Electric Power’s (EEP) Electricity Sector Development Strategy/Plan (2020/21 – 2030), which provides for priority investments in generation, transmission
and interconnection as well as the distribution and network expansion over its 2020/21 – 2030 plan horizon.

Issuance of Environmental Clearance for the Implementation of Haromaya–Chelenko 132kV Power Transmission Line Project

The document confirms the issuance of an Environmental Clearance for the Haromaya–Chelenko 132kV Power Transmission Line Project, to be implemented in the Oromia National Regional State. The Federal Democratic Republic of Ethiopia Environmental Protection Authority has granted environmental clearance for the Wolkite-Sebeta 230kV Power Transmission Line to Woliso Substation Project, to be implemented in the Oromia National Regional State. The clearance is valid for one year and follows the submission and evaluation of the Environmental and Social Impact Assessment (ESIA) report.

The Federal Democratic Republic of Ethiopia (the Recipient) will implement the Power Sector Reform, Investment and Modernization in Ethiopia (PRIME-1) Project (P176731) (the Project), with the involvement of the, Ethiopian Electric Power (EEP) and Ethiopian Electric Utility (EEU) as set out in the Financing Agreement. The International Development Association (the Association) has agreed to provide financing for the Project, as set out in the referred agreement.
