One of the challenges facing efforts to expand electricity infrastructure is the problem of boundary enforcement and compensation. Boundary enforcement work is done by district and city administrations, and Ethiopian Electric Power has little role beyond monitoring and observing the work. However, the impact of border enforcement work by preventing projects from being completed on time and budget is significant.
