Reference No. EEP/PP/ICB/01/2022

1. Ethiopian Electric Power (hereinafter called “Borrower”) has budget to be used for the Procurement of Plant Design, Manufacture, Supply, Test and Commissioning of; LOT-1: Plant Design, Manufacture, Supply, Test and Commissioning of 230/33 kV GSEZ Substation and LOT-2:  Plant Design, Manufacture and Supply of Koka – Gelan TL LILO to GSEZ 230 kV Transmission Line for Geda Special Economic Zone Power Transmission Project through International Competitive bidding (ICB).

2. The Ethiopian Electric Power /EEP/ now invites sealed Bids from eligible Bidders for the procurement of   Plant Design, Manufacture, Supply, Test and Commissioning of; LOT-1: Plant Design, Manufacture, Supply, Test and Commissioning of 230/33 kV Substation and LOT-2:  Plant Design, Manufacture and Supply of Koka – Gelan TL LILO to GSEZ 230 kV Transmission Line for Geda Special Economic Zone Power Transmission Project.

3. The Bidders should have the following specific experience or capabilities

(i) Financial Capability

(a) Historical financial performance of the bidder; Submission of audited balance sheets or if not required by the law of the bidder’s country, other financial statements acceptable to the Employer, for the last five (5) years to demonstrate the current soundness of the bidders financial position and its prospective long term profitability. In the event of joint venture, each party must meet this requirement

(b) A minimum average annual turnover of USD 20 Million for Lot-1 and USD 3.5 Million for Lot-2, which is calculated as total certified payments received for contracts in progress or completed, within the last five (5) years. In the event of a joint venture all parties combined must meet this requirement.

 (ii)      Experience and Technical Capacity

The Bidder shall furnish documentary evidence to demonstrate that it meets the following experience requirement(s):

a) The Bidder shall have minimum of five years’ experience starting from 1st January 2017 in Design, manufacturing and supply of different type transformers, circuit breakers, arresters, substation automation system and RTU protection panel, towers, insulators and conductors respectively. In the event of a joint venture, each party must meet this requirement

 (b) The Bidder shall furnish, documentary evidence to demonstrate that it has successfully completed supply of at least Three (3) contracts of similar goods, each with a value of USD 8 Million for lot-1 and USD 1.5 Million for lot-2 respectively; out of which two (2) contracts shall be outside of its country within the last five consecutive years starting from 1st January 2017. In the event of a joint venture all parties combined must meet this requirement.

4. Bidding will be conducted through the International Competitive Bidding procedures.

5. Interested eligible Bidders may obtain further information from Ethiopian Electric Power and inspect the Bidding document during office hours 8:00 AM to 5:00 PM, local time (Addis Ababa) at the address given below.

6. A complete set of bidding document in English language may be purchased by interested eligible Bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee of Ethiopian Birr Five Thousand Three Hundred (ETB 5,300) or United States Dollar One Hundred (USD 100) or its equivalent in any freely convertible currency from the Ethiopian Electric Power, Procurement officeThe method of payment shall be in cash or cashier’s check or through telegraphic transfer to EEP Transmission Construction A/C No.: 1000252665203, Commercial Bank of Ethiopia (CBE), Arada Giorgis Branch, Swift Code: CBETETAA; and EEP BUMBUNA HPP A/C No.0101181300051, National Bank of Ethiopia (NBE), Swift Code: NBETETAA, for ETB and Foreign Currency Account respectively starting from July 20, 2022.The document will be sent by email for those paying the fee from outside Ethiopia.

7. Bids must be delivered to the address below on or before 2:00 PM, Local time (Addis Ababa) on September 7, 2022. Electronic bidding will not be permitted. Late bids will be rejected. Bids will be publicly opened in the presence of the bidders’ designated representatives and anyone who choose to attend at the address below at 2:30 PM, Local time (Addis Ababa) on September 7, 2022.

8. All Bids must be accompanied by a Bid Security of USD 200,000.00(Two Hundred Thousand USD) for lot-1 and USD 35,000.00 (Thirty Five Thousand USD) or its equivalent in a freely convertible currency.

  1. Ethiopia Electric Power (hereinafter called the “Employer”), is inviting contracting firms specializing in commercial construction projects to apply for prequalification to tender for the the design and construction of Ethiopia Electric Power Headquarters, Addis Ababa-Ethiopia under an EPC form of contract (hereinafter called the “Works”).
  • The Employer intends to construct its high-rise Headquarters (HQ) as an energy efficient and sustainable green building which will be iconic and portray the industry’s and Country’s responsibility towards protecting the environment. The tower will be housed on a plot size of 20,792 m2 through a Design and Build delivery system in the Financial District of Addis Ababa, Ethiopia.
  • The Employer has assigned Dar al-Handasah (Shair & Partners) as the design, and construction supervision consultant (hereinafter called the “Consultant”)
  • The building consists of 62 floors with a total built-up area of 197,800 m2, and the main components of the Works are as follows:
  • Basements 1-3: Parking spaces, MEP Rooms
  • Podium Levels:
    • Ground Floor: EEP Office Lobby, Commercial Offices Lobby, Retail Spaces, services
    • First Floor: Retail Spaces, services
  • Tower levels 1 to 55: Office spaces, sky gardens, services
  • Tower level #56: Sky Garden , Technical Floor
  • Tower level #57: Restaurant
